Fred Morris was a Realtor®, civic leader and served on the Santa Cruz City Water Commission from 1948 to 1963. The fountain originally stood alone. It was presented to the city by Evelyn Morris (wife of Fred Morris).
In 1976 the Town Clock was built above the fountain.
