Various government agencies offer a way to sign up to receive phone calls in the event that some disaster or event might affect you. These are often called "reverse 911" or "emergency notifications". If you have an old style, landline phone, it can be included in these systems automatically, as the location is known. Cellular and VOIP phones, though, create a problem, so signing up for these services is required to make them work for you.
